Denise Warner: Program Director

Denise Warner is the Director of the Maryland APEX Accelerator, a program that opened its doors in 2002.


The MD PTAC was formed in an effort to assist the Defense Logistics
Agency’s (DLA) Procurement Technical Assistance Program expanding
the number of small businesses capable of participating in government
contracting. Since becoming the Director in 2010, Ms. Warner has led the
MD APEX Accelerator to provide one-on-one counseling services to over 3,000 firms and conduct approximately 1000 government procurement training and outreach events with over 52,000 attendees. Under her leadership, the MD APEX Accelerator has participated in several Mentor Protégé Programs with Northrop Grumman. Ms. Warner was instrumental in securing a mentor protégé designation for the University of Maryland with the Department of Defense, Office of the Secretary’s Office of Small Business Programs. The MD APEX Accelerator program is designed to provide Maryland small businesses with an understanding of the requirements of government contracting and the market know-how they need to obtain and successfully perform on federal, 
state, and local government contracts.


Ms. Warner is a procurement professional with an extensive background in
federal and state government contracting. She has 24 years of experience
with the Washington Metropolitan Area Transit Authority (WMATA), a
the public transit agency, in procurement and material management, small
and disadvantaged business programs, business development, technical
assistance and procurement policies and procedures.

A native of Washington, DC, Denise holds a BA degree in Communications
from Howard University and an MS degree in Procurement and Contracts
Management from the University of Maryland University College. She also
holds a Master Contract Compliance certificate from the American Contract Compliance Association (ACCA) in Chicago, Ill. She has co-authored the Unified Certification Program (UCP) for WMATA and created written policies and procedures for their Office of Procurement & Supply. She has served as the liaison person between WMATA, private industry employers, and federal and state government officials.
